Feb 15, 2012 - As far as I know, his quest should appear along with Immortal. You need Stormy conditions. If that doesn't help, collect more fragments.

Besides, if they dumbed down everything to make it beatable for non-L'Cie, why in the hell did they take a Long Gui? Wouldn't a normal Adamantoise have sufficed? Well, at least I can finally get the satisfaction of killing one of these...
